Position Overview:

Toromont Industries Ltd. (“Toromont”) is looking to hire a permanent, full-time Analyst, AML & Sanctions Compliance, who will support the ongoing development, monitoring, and execution of the company’s Anti-Money Laundering (AML), Anti-Terrorist Financing (ATF) and sanctions compliance program. This position ensures Toromont meets its regulatory obligations and is responsible for assisting in the implementation, execution, monitoring and continuous improvement of Toromont’s enterprise-wide AML/ATF and sanctions compliance program. The role supports ongoing compliance with applicable Canadian legislation, regulations, regulatory guidance and reporting requirements, including under the PCMLTFA, FINTRAC requirements applicable to financing and leasing entities and other relevant business operations. It is also key in supporting investigations, risk assessments, policy maintenance, and reporting.

Reporting into Corporate Finance with a strong functional, dotted-line reporting relationship with the Legal Department, the incumbent will work cross-functionally with Sales, Operations, Finance, Legal, Treasury, Procurement, Information Technology, Internal Audit and Human Resources to translate regulatory requirements into practical operational controls, policies, procedures, systems, training and governance processes. The role is intended for a compliance professional who can support a risk-based program in a large, decentralized, publicly traded organization.

Compensation

$78,000.00 to $90,000.00

The listed base salary is just one component of our total rewards package, and performance-based or discretionary bonuses may be available.

Job Description:

Key Responsibilities:

Program Development and Governance

  • Assist in developing, implementing and maintaining the Company's AML/ATF and sanctions compliance framework.
  • Support business units as the primary contact in applying Toromonts AML/ATF and sanctions compliance framework consistently and effectively by providing guidance on AML/ATF regulations, sanctions, internal policies, and compliance expectations, including onboarding, screening, escalation and reporting requirements.
  • Support the Compliance Officer and senior management in maintaining an effective, risk-based compliance program.
  • Participate in annual compliance planning, program governance and remediation tracking.
  • Stay current with legislative, regulatory and enforcement developments and assess their implications for the business.

Customer Due Diligence, KYC, Beneficial Ownership and Risk Assessment

  • Support business units in the implementation and oversight of customer identification, verification processes, beneficial ownership, third-party determination, politically exposed person (PEP), head of international organization (HIO), adverse media and enhanced due diligence processes and documentation requirements.
  • Conduct and support enterprise-wide AML/ATF and sanctions risk assessments for products, business lines, customers and operational areas, as appropriate.
  • Advise business units on escalation triggers, exceptions, risk ratings and ongoing monitoring obligations.
  • Maintain records demonstrating compliance with applicable due diligence and recordkeeping requirements, including risk assessment documentation, risk registers, action plans and evidence of control effectiveness, as appropriate.

Screening and Sanctions Compliance

  • Administer and enhance sanctions and terrorist screening programs covering customers, suppliers, vendors, agents, dealers, employees, directors, officers and other counterparties, as applicable.
  • Ensure ongoing screening against applicable sanctions, terrorist and watch lists, and develop and support list update procedures.
  • Investigate, document and resolve potential sanctions, terrorist-list and politically exposed person matches with the business units and escalate as appropriate in accordance with internal procedures.
  • Support screening system testing, change management and evidence retention.

Transaction Monitoring and Investigations

  • Review unusual or potentially suspicious transactions, activity patterns, customer behaviour and payment activity.
  • Conduct investigations relating to potential money laundering, terrorist financing, sanctions evasion or financial crime concerns.
  • Prepare investigative summaries, supporting evidence, recommendations and escalation materials.
  • Coordinate with business units, control functions and the Compliance Officer to gather relevant transaction, customer and business relationship information.

Regulatory Reporting

  • Assist the Compliance Officer in preparing, reviewing and submitting Suspicious Transaction Reports (STRs), Large Cash Transaction Reports (LCTRs), terrorist property/listed person or entity reporting, suspected sanctions evasion reporting and other required reports, where applicable.
  • Maintain documentation supporting reporting decisions, non-reporting decisions, escalation outcomes and filing evidence.
  • Support timely responses to FINTRAC, law enforcement or governmental inquiries, subject to Legal review and internal protocols.

Training and Compliance Culture

  • Develop, update and deliver AML/ATF and sanctions training for relevant employees, management and control functions.
  • Support annual training, attestations and targeted awareness campaigns for higher-risk functions.
  • Promote a culture of ethical conduct, compliance ownership and timely escalation.

Monitoring, Testing, Audit and Regulatory Examinations

  • Perform ongoing monitoring, quality assurance and controls testing of AML/ATF and sanctions processes, as appropriate.
  • Assist with independent effectiveness reviews and remediation of findings.
  • Coordinate evidence gathering and responses for FINTRAC examinations, internal audits and external assessments with support from the Compliance Officer.
  • Track findings, management action plans and corrective actions through completion.

Compliance Projects

  • Support cross-functional teams in the design, implementation, execution and maintenance of other compliance programs at Toromont.

 Qualifications:

  • 1-4 years of AML/ATF or financial crime compliance experience within money services businesses (MSBs), casinos, Canadian financial services or regulated industry.
  • Post-secondary education in Business, Finance, Accounting, Economics or a related field.
  • Experience with screening, KYC, case management, transaction monitoring or compliance workflow systems.
  • Experience investigating AML alerts and filing Suspicious Transaction Reports (STRs).
  • Experience with FINTRAC-regulated entities, financing and leasing operations, equipment finance, commercial lending, treasury, payments or customer onboarding considered a strong asset.
  • Experience supporting compliance programs in a large, decentralized or publicly traded organization preferred.
  • AML certifications such as ACAMS (CAMS), CFE, or ICA certifications are strongly desired.
  • Experience supporting audits, risk assessments, policy updates, or control design.
  • Proficiency in Microsoft tools.

Knowledge:

  • Knowledge of the PCMLTFA, FINTRAC guidelines, KYC and applicable sanctions legislation and associated regulations.

Soft Skills:

  • Strong written communication skills, particularly for investigations and regulatory documentation.
  • Strong analytical skills with the ability to review and interpret large volumes of data.
