Position Status: Full Time (40 hrs week) 

Job Summary:

Develops information system specifications.  Designs and builds applications.  May install and support vendor systems software.  Designs, codes, monitors and tunes database objects.  Performs appropriate applications and system testing.  Writes operational and program documentation.  Develops project plans and estimates.  Manages multiple, simultaneous development projects.  Communicates project status and progresses to stakeholders.

Essential Functions:

  1. Utilizes good interpersonal skills as demonstrated by working in and promoting a collaborative environment, by attacking and solving problems in a positive manner, and by accepting and using a variety of approaches and solutions to resolve problems.
  2. Develops applications, which adhere to design specifications.
  3. Optimizes system performance, including database tuning, for all developed applications
  4. Develops and documents systems design specifications, which meet business/user requirements.
  5. Codes at the Enterprise Level, utilizing advanced programming techniques, logic flow, and data file processing features such as record locking, commitment control and security control.
  6. Demonstrates an advanced understanding of industry and EMPIRE IS programming standards.
  7. Conducts proper system integration and user acceptance testing, ensuring successful and error-free transition to production environment
  8. Develops necessary database, library, and systems support functions required to support developed systems.
  9. Installs and administers new releases of vendor database management and application development software.
  10. Produces detailed project plans and accurate cost/time estimates for all assigned tasks.
  11. Works safely at all times.  Adheres to all applicable safety policies.  Complies with all company policies, procedures and standards.

  1. Delivers projects within projected budgets and deadlines.
  2. Ensures the project deliverables meet requirements and do not require re-work.
  3. Ensures that all assigned projects are reflective of EMPIRE, divisional and departmental strategies.
  4. Provides effective, routine stakeholder communications throughout the course of the project.
  5. Prioritizes and escalates project issues and concerns appropriately.
  6. Proposes and initiates process improvements that improve departmental practices and effectiveness. 
  7. Establishes and contributes to a climate of openness, trust and support by embracing EMPIRE Values.
  8. Must accomplish training and serve as a Green Belt in support of EMPIRE's Six Sigma program.
  9. Work within and promote corporate values.

Additional Level Requirements

Knowledge Skills and Abilities:

  1. Understands the processes and procedures of most major EMPIRE operational areas.
  2. Understands the key operational objectives and critical success factors of the business.
  3. Ability to travel in fulfillment of project and training requirements.
  4. Excellent interpersonal/communications skills - comfortable interacting with users at all levels
  5. Ability to maintain consistent attendance.

Education and Experience:

  1. Proof of high school diploma or General Education Diploma (GED).
  2. BS in Computer Science or equivalent experience.
  3. Formal training in structured systems analysis and design.
  4. Minimum 3 year solid experience in development of complex information systems solutions using tools listed in the attached Position Technical Profile.
  5. 5 years relevant progressive IT experience in programming.
  6. Knowledge of relational databases and experience with database design, normalization, and stored procedures
  7. Experience with Software Engineering processes and best practices including a working knowledge of object oriented design
  8. Current driver’s license.
  9. Must be able to communicate (speak, read, comprehend, write) in English.
